It is intended for use on complex procurements such as this and allows the Trust the necessary scope and flexibility to explore and test the expertise and understanding of the supplier market in a far more effective manner than the traditional desk-based assessment of written answers to questions that characterises the restricted procurement option.
Importantly, dialogue and negotiation are central to the effective use of the procedure. Our proportionate approach to the use of dialogue will optimise the Trust’s likelihood of achieving the best combination of EPR solution, supplier capability, implementation timescales and price. Value for money can be achieved only if all four of these factors are optimised. This objective underpins our preferred procurement approach. All of our completed EPR procurement have successfully selected Potential Provider which demonstrably meets the Trust’s requirements via a tried and tested, transparent and fair process.
